Businesses with annual Victorian taxable wages up to $3 million will have their payroll tax for the 2019-20 financial year waived.

Eligible businesses can claim an emergency tax relief refund of payroll tax already paid in the 2019-20 financial year via PTX Express.

  1. Log in to PTX Express

    Enter your username and password at the login screen to enter PTX Express.

  2. Select ‘Apply for a refund’

    Click on ‘Apply for a refund’ in the menu on the left hand side of the screen. 

  3. Enter refund amount

    Enter the amount of payroll tax you have already paid in the 2019-20 financial year. If you do not have this number handy, just enter $1 (the system needs a number) and we'll do the calculation for you.

  4. Refund reason

    Select 'Amendment to liability' from the 'Refund reason' drop down menu.

  5. Liability start and end dates

    The payroll tax relief is for the 2019-20 financial year, so enter:

    • 1 July 2019 as the liability start date, and
    • 30 June 2020 as the liability end date.
  6. Reason for request of refund

    In the 'Reason for request of refund' text field, enter 'COVID-19 refund'.

  7. Attach additional information

    You don't need to provide any further information unless you are claiming an emergency tax relief refund for a scheduled group, in which case you must attach a spreadsheet with the total payroll tax paid by each group member between 1 July 2019 and 29 February 2020.

  8. Answer Yes/No questions

    Answer 'no' to both:

    • Are there any other taxes or duties owing to or in dispute with the SRO?
    • Has the refund claim been charged to or recovered from another person or organisation?

    Then select 'Next'.

  9. Select electronic funds transfer

    Select 'electronic funds transfer' and enter the details of the account you want the refund paid into. We are using electronic funds transfer so we can make refunds directly and quickly into your account. If you cannot accept this type of payment, please call us on 13 21 61.

    This section also asks for a 'facsimile for remittance'. This refers to your fax number. If you do not have a fax number, just enter ten zeros, i.e. 0000000000. 

  10. Enter your contact details

    Enter the details of the person we should contact if we have any questions. If this is a representative, such as an accountant or solicitor, let us know in the 'Relationship of contact to taxpayer' field.

    Select 'Submit' to complete your claim.

Next Steps

Eligible businesses must continue to lodge returns but do not need to make further payments for this financial year.

These businesses can also defer paying payroll tax for the first quarter of the 2020-21 financial year until 1 January 2021. We will send you more information about this measure in July.
