Gaming venues must lodge unclaimed winnings and prizes each year.
Your obligations
All Victorian gaming venue operators must lodge all unclaimed gaming machine winnings and jackpot prizes to the Victorian Unclaimed Money Register each year.
You must lodge unclaimed winnings and prizes that are:
- at least 12 months old as at 1 March
- not claimed by the player
- not subject to any ongoing dispute or legal restriction.
You are not required to submit a NIL lodgement.
We may issue an assessment if you fail to lodge or pay unclaimed money. Late lodgement or payment may result in interest and penalties.
You must keep a copy of your register and supporting records for at least 5 years after lodgement.
Step 1: Create a register by 31 March
By 31 March, you must create a register using the venue operator template.
The register must include all unclaimed winnings and jackpot prizes that are at least 12 months old as at 1 March.
You must extract the required details from:
- your ticket-in, ticket-out (TITO) service provider system (for unredeemed TITO tickets)
- Intralot’s BOS portal reports (Intralot will provide instructions for hand pay tickets and non-TITO tickets).
The register must include:
- venue name and venue ID
- total number of tickets
- total amount
- details for each individual unclaimed ticket:
- ticket number or barcode
- ticket issue date
- ticket expiry date
- gaming machine serial number
- ticket amount
- reasonable expenses amount (limited to bank fees, postage and stationery)
- net amount.
Do not claim staff wages or time spent preparing the register as reasonable expenses. If reasonable expenses reduce the amount to zero, exclude it from your register.

Step 2: Lodge and pay by 31 May
By 31 May each year, you must:
- Complete the online statement of compliance form and attach your completed register. You will receive a submission reference number and can download a lodgement receipt.
- Pay the net amount of all unclaimed money (total of ticket amounts less reasonable expenses). Payment must be made by electronic funds transfer to:
- Account name: State Revenue Office Victoria
- BSB: 033-222
- Account number: 170364
- Reference: your submission receipt number and venue name.
- Send a confirmation email to gnrescalation@sro.vic.gov.au and include:
- your lodgement receipt
- payment details
- venue name.
