You may be eligible for grants or land transfer duty discounts.
We offer a range of benefits to help reduce the cost of buying property in Victoria.
Some benefits are only available to first home buyers. Others may apply even if it is not your first home or if you are buying an investment property.
Eligibility depends on several factors like:
- the type of property and its value
- whether you plan to live in it
- the type of purchase, such as buying off the plan.
First home buyers
Land transfer (stamp) duty discounts
- Applies to any purchase (established home, newly built home, vacant land).
- Discounts depend on dutiable value:
- Up to $600,000, you pay no duty.
- From $601,000 to $750,000, you receive a duty concession.
- You must live in the home as your principal place of residence for at least 12 months within 12 months of settlement.
- For vacant land, you must move in within 12 months of receiving your occupancy certificate or within 36 months of settlement, whichever comes first.
As the purchaser, you apply for land transfer (stamp) duty savings. Your conveyancer usually helps with this during the property transfer. You can only claim this exemption once.
If you claim a discount but do not move into the home within the required time or do not stay living there for at least 12 months, you must notify us.

Buyers with a family purchasing a property up to $200,000 may be entitled to the first home owner with a family exemption or concession.
First Home Owner Grant
- Applies to new homes that have never been sold or lived in.
- Dutiable value up to $750,000.
- You receive a grant of $10,000.
- You must live in the home as your principal place of residence for at least 12 months starting within 12 months of settlement or completion of construction.
- It must be the first home for anyone on the application (applicants and their spouses/partners).
If you receive the grant but do not move into the home within 12 months or do not stay living there for at least 12 months, you must notify us.

Other buyers
The following benefits can apply even if it is not your first home.
Principal place of residence concession
- Applies to any buyer.
- Dutiable value up to $550,000.
- You must live in the home as your principal place of residence for at least 12 months.
- For vacant land, you must move in within 12 months of receiving your occupancy certificate or within 36 months of settlement, whichever comes first.
- Applies to any purchase (existing home, new home, vacant land, with conditions).
If you receive the concession but do not move into the home within the required time or do not stay living there for at least 12 months starting, you must notify us.

Off-the-plan duty concession (temporary)
- Applies to all buyers, including individuals, companies, and trusts.
- Applies to any off-the-plan purchase of strata apartments and townhouses.
- Contract must be signed between 21 October 2024 and 20 October 2026.
- The property can have any value.
- No requirement to live in the property.
- Reduces dutiable value by excluding construction costs incurred after contract date.

From 21 October 2026, the standard off-the-plan duty concession will apply.
Other exemptions and concessions
Some exemptions and concessions apply in specific circumstances.
- Concession cardholders may be entitled to a once-only duty exemption or concession under the pensioner and concession cardholder duty reduction.
- Buyers purchasing their first farmland property may receive a young farmer duty exemption or concession.
- Buyers may also qualify for the regional commercial, industrial and extractive industries property concession.
- Organisations with a predominantly charitable purpose may be eligible for the charities duty exemption.
