Structure and executives

Our organisation structure and executive leadership team. 

The State Revenue Office is a division of the Department of Treasury and Finance which supports the Government's revenue management functions.

Executive leadership team

Paul Broderick was appointed Chief Executive Officer and Commissioner of the State Revenue Office in June 2002.

Paul joined the SRO as Executive Director of Operations after holding senior positions with the Australian Securities and Investments Commission (ASIC).

Under Paul’s leadership, the SRO has won numerous awards for technology, customer services and leadership, including the 2020 Victorian Public Sector Leading Employer Award.

Paul has a Master of Business Administration from the University of New England, is a Fellow of the Institute of Public Administration Australia, and was recognised with a Public Service Medal for outstanding services to tax administration.

Paula Thorne has served as Executive Director of the Policy, Advisory and Legal Services Division since July 2015 and chairs the Victorian State Taxes Consultative Committee. Paula was appointed Deputy Commissioner in July 2026.

Paula brings extensive experience in strategy, business planning, governance, digital services, revenue policy, legislative processes, and complex state tax litigation.

Paula holds a Bachelor of Laws, Diploma of Litigation, and a Master of Business Administration.

Corrie Thomas joined the State Revenue Office in December 2011 as the Executive Director of Operations, and now leads our Business Revenue and Customer Services Division. In July 2026, Corrie was appointed Deputy Commissioner.

Corrie leads the SRO’s customer experience, customer education and contact centre functions, with a focus on making services easier to access, understand and use. She is responsible for improving the end-to-end customer experience, helping Victorian businesses understand and meet their obligations with confidence, and ensuring the SRO continues to provide high-quality, responsive service across all customer cohorts.

Before joining the State Revenue Office, Corrie held a variety of senior management roles across operations and human resources at ANZ.

Corrie has a Bachelor of Arts/Business Management, a Bachelor of Science (Honours) and a Master of Business Administration.

Cameron joined the State Revenue Office in 1992. He has held a number of senior management positions, including 9 years as Chief Financial Officer.

After 7 years as the executive responsible for Business Technology Services, Cameron was appointed Executive Director of Corporate Services in July 2023, returning to a role he had previously held for 4 years.

Our Corporate Services Division comprises Finance and Administration, Forensics and Information Management and Debt Management, helping us achieve our mission to administer fair and efficient revenue management services.

Cameron holds a Bachelor of Business (Accounting) and is a Certified Practising Accountant (CPA).

Renee Benn joined the State Revenue Office in November 2001, working in a variety of leadership roles across the operational and digital transformation areas of the organisation.

In January 2024, Renee became Executive Director of our Land Revenue Services Division.

Land Revenue Services is responsible for administering taxes and duties related to land and property, including land transfer duty, land tax, the fire services property levy, the growth areas infrastructure contribution, the metropolitan planning levy, vacant residential land tax and windfall gains tax.

Renee’s division also supports Victorians purchasing a home through programs like the First Home Owner Grant and the Victorian Homebuyer Fund.

Renee holds a Graduate Certificate in Business Management and an Advanced Diploma of Management.

Craig Findlay joined the State Revenue Office in 2001, working in a variety of management and leadership roles supporting major taxation initiatives before being appointed Executive Director of Operations in December 2014.

In April 2022, Craig commenced his current position as Executive Director of Compliance, in which he is responsible for developing and implementing our compliance strategy. 

Using forensic and information management tools, the Compliance Division seeks to ensure maximum compliance with Victoria’s taxation laws by our customers.

The Compliance Division also administers the landholder provisions of the Duties Act 2000.

Craig has a Bachelor of Business (Accounting) and an Executive Master of Public Administration.

Tracey Gittins has held a wide variety of leadership roles since joining the State Revenue Office in 2001, including Human Resources Branch Manager, before she was appointed Executive Director of People, Culture and Capability in December 2023.

Our People, Culture and Capability Division is responsible for the development and delivery of all human resources functions, as well as training and development across the SRO. In July 2026, the division also welcomed our Corporate Affairs and Knowledge Management branches.

Tracey’s division works to ensure we achieve our strategic goal of encouraging and developing excellence in our people.

Tracey holds a Bachelor of Business (Applied Management, Human Resources) and a Graduate Certificate in Business Management.

Brad Kemp was appointed Executive Director of Business Technology Services (BTS) in December 2023.

Before joining the State Revenue Office, Brad was Head of Information Technology at the Transport Accident Commission (TAC) and WorkSafe Victoria.

Under Brad’s leadership, BTS will continue to modernise our technology services, ensuring we provide a secure, accessible and efficient digital experience for our customers.

Brad has a Master of Business Administration from Deakin University, a Bachelor of Applied Science (Mathematics/Computer Science) from Monash University and a range of technical qualifications.
